Meet the 2022 Leadership Team

In 2022 we’ll be kickstarting a new chapter of NxtGov with a new team. The individuals listed below were nominated to join NxtGov’s Leadership Team, and we couldn’t be more excited by the prospect of working with them in 2022. The Each nominee below was been confirmed by the current Board and will take office at the beginning of 2022.

Board Member Candidates

President, Angelica Quirarte

Angelica "Angie" Quirarte (Incumbent)

What is your vision for the position?
Surviving the pandemic in work and in life was difficult, and I’m in awe of the commitment of the NxtGov team to continue to keep the mission of organization alive throughout the tumultuous times. I’m inspired by them and everyone that has their story of resilience to share. I think we have been able to adapt to the changes that the global pandemic placed on us, but this is just the start. How do we prevent burn out? How do we stay inspired? I want to help lead NxtGov through 2022 as a new nonprofit, establish connections with other organizations that share similar missions, and support our growing network of public minded individuals so that we can continue to collaborate, serve, and inspire the next generation of public servants.

How do you demonstrate NxtGov's mission and values?
I build collaborative approaches across government departments and sectors in my current role. I try to inspire the teams I work with toward a shared mission. And I serve at the pleasure of my team and my colleagues. Being able to collaborate, serve, and inspire in my work and outside of work is how I approach things and it's so empowering to encounter people that also seek to collaborate to achieve common goals and build inclusive spaces.

What else would you like to share about yourself?
I moved to the United States on September 11, 2001 with my parents and two younger brothers. My parents sacrificed their careers and family so that my siblings and I could have a chance at a better future. I like to think that being a public servant and working in service of the public is my way of paying it forward. I’ve had the privilege of growing in my career as a California public servant from implementing digital and data policies, to supporting the transformation of the DMV, to being a part of the state’s digital response to a global pandemic. Throughout my journey, I am honored and humbled to have met and worked with so many incredible public servants that have kept me inspired. I want to continue to support them in this role and any future endeavors that our team takes on.

Vice-President, Seth Yund

What is your vision for the position?
In my perspective, the vice-president’s role is to build up NxtGov’s ability to be a platform of collaborative co-powerment. I want to make sure every NxtGov member and partner has the information, resources, connections, confidence, and opportunities they need to develop NxtGov as an organization while also achieving growth for themselves and their network. I want NxtGov to be an inspirational model for what government could be – a place that delivers effective and efficient public services while providing fulfillment, opportunities for self-growth, and a sense of pride in everyone who contributes to this mission.

How do you demonstrate NxtGov's mission and values?
I fundamentally believe that the best way to address society’s toughest challenges at the pace and scale needed to produce real solutions is by operationalizing NxtGov’s values of collaborate, serve, and inspire. I’m dedicated to the idea that supportive, collaborative communities at any scale can inspire others to grow their circles of compassion and concern, and I want to help lead NxtGov to be this kind of catalyst for the Sacramento region’s public sector communities. During my time working in the public sector and as acting vice-president over the last two years, I’ve connected across agencies and across organizations to better understand and explore how public sector communities can work together and support each other. I’m truly proud of the growth I’ve seen in the organization and the people who have made it possible during my time with NxtGov so far, and I am excited to continue facilitating this growth into the future.

Membership Officer, Kelijo Boney

What is your vision for the position?
My main goal is to draft a framework for a formal membership process. I know there is a lot of work to do but I'm up for the challenge.

What is your vision for the position?
I think the most recent example of collaborate, serve, and inspire was working with the NxtGov team to host the Pitchers & Professional event at Oak Park Brewery. I think this event really embodied our ability to collaborate together as a team but also serve and inspire our community of pubic service professionals.

What else would you like to share about yourself?
I think my creative thinking and passion for startup projects will be beneficial to this role. I also have relevant experience in managing membership based programs through college Greek life and my health/fitness background.

Treasurer, Christian Beltran

What is your vision for the position?
My vision for being an effective and successful treasurer can be summarized in three words: transparency; accountability; and growth. I believe that one of the main goals that a treasurer for a nonprofit should have is to guard the integrity of the organization’s tax-exempt status. I plan on delivering on this promise by ensuring that all standardized tax forms are completed accurately and timely to ensure that NxtGov maintains its 501(c)6 status for years to come. The next goal that I believe a successful treasurer should have is to secure additional resources to help fund critical programs that would help deliver NxtGov’s mission to current and future members by working collaboratively with the other board members. Some of the revenue-generating methods that I would like to explore is researching and applying for grants from local, state, and federal entities as well as working with the Board to implement small membership dues that would ultimately be reinvested into NxtGov’s members. Additionally, I would like work with the board to plan and facilitate an annual donation event. However, I understand the importance of responsible resource allocation, which is why as part of this goal, I intend to publish an annual financial disclosure that would be posted for members and the public to view to see how the organization is allocating its resources and successfully delivering its mission of collaborating and learning with others, serving the community, and inspiring people to enter into and thrive in public service.

How do you demonstrate NxtGov's mission and values?
I am committed to being a competent civil servant and have developed a passion for working within both state and local government. Additionally, I am invested in recruiting individuals with a high caliber of talent to work within government to foster effective and beneficial change for the communities we serve. I have demonstrated this on several occasions over the past few years by playing an active role in the recruitment efforts for both the California Department of Finance and the California Capitol Fellows Program. I continuously have participated in job fairs and job panels to discuss positions in state and local government as well as provide personal mentoring to young individuals who are just starting their own careers.

What else would you like to share about yourself?
Since I was an undergraduate at Loyola Marymount University, I knew that a career in the public sector as a civil servant was aligned with my professional aspirations. As a result, I have obtained numerous jobs during my professional career both in state and local government and continue to pursue and explore educational opportunities to grow my abilities in civil service. In addition to my commitment for a career in civil service, I am passionate for helping others achieve their maximum potential in their own professional development. Lastly, I am a strong believer in developing organic relationships with people across sectors to help establish networks that last for decades.

On a separate note, I am a transplant from Southern California and currently live in Oak Park with my Fiancée. I tend to spend too much time in wine country but plan on spending more time camping in the coming year. Looking forward to speaking with you all!

Secretary, Meagan Tokunaga

What is your vision for the position?
As Secretary of the Board, I will work to support NxtGov in its new non-profit status. As we continue to grow and evolve, I hope to guide the day-to-day leaders and provide perspective on best practices that have worked for NxtGov in the past.

How do you demonstrate NxtGov's mission and values?
I believe wholeheartedly in the power of the public sector to improve the lives of our constituents. Governments have the ability and responsibility to make the most out of our public resources. In my life, I try to uphold the values of public service. I want to share the good work that governments do, while also being open to criticism and improvement. NxtGov is a big part of my personal mission to make government more effective for the people.

What else would you like to share about yourself?
I was lucky to be one of the founders of NxtGov five years ago. I was looking for a way to connect with my community at a time of heightened distrust in government services. I'm constantly amazed and inspired by the people I've met. NxtGov members do the good work, day in and day out.

Time Commitment: 10 hours per week

The President of NxtGov directs the administrative and programmatic operations of the organization and is its primary representative. In 2022, the duties of the President will include: 

• Facilitating monthly Board Meetings as the Chair of the Board
• Supporting the formation and development of Affinity Groups to tackle public policy issues identified by the NxtGov Network during Listening Sessions in 2021
Directing the development of programming, processes, or projects that lead NxtGov to grow its ability to serve as a forum for collaboration and capacity building in the public sector

Vice-President

Time Commitment: 10 hours per week

The Vice-President oversees the programmatic operations of the organization and acts in the President’s absence or at their request. In 2022, the duties of the Vice-President will include:

• Facilitating monthly meetings with the Executive Council and monthly individual check-ins with each Executive Council Committee Director
• Supporting and providing guidance on the work of each Executive Council, bringing updates and issues to board as needed
Initiating the formation of Affinity Groups to tackle public policy issues identified by the NxtGov Network during Listening Sessions in 2021, supporting their development, and tracking their progress and needs
Working with the Director of Communications to develop communications strategies, tools, and content to promotes useful information in a way that is in line with the NxtGov brand
Attending monthly Board Meetings

Membership Officer

Time Commitment: 4 hours per week 

The Membership Officer represents and supports the interests of all NxtGov members. In 2022, the duties of this Board Position will include:

• Leading the development of programming, processes, or projects that can help member’s enjoy and benefit from their experiences with NxtGov
• Designing and Implementing a formalized membership application process
Supporting the Treasurer with fundraising efforts and, upon the adoption of a formalized membership application process, the collection of membership dues
Tracking and analyzing event and other participation data to support future outreach initiatives in coordination with the Director of Communications
Resolving member’s issues as they arise and, as needed, bringing member’s issues to the Board for resolution
Maintaining the official list of all NxtGov members
Attending monthly Board Meetings

Treasurer

Time Commitment: 4 hours per week

The Treasurer oversees the generation and use of all funds collected or spent to support the organization. In 2022, the duties of this Board Position will include:

• Designing fundraising efforts and, upon the adoption of a formalized membership application process, the collection of membership dues in coordination with the Membership Officer
• Designing processes to disburse, then track the use of funds to support NxtGov initiatives as needed
Providing the Board with regular financial updates and reports
Submitting financial and all other necessary information to governmental agencies as required by law
Creating an annual financial report for all NxtGov members

Time Commitment: 3 hours per week

The Secretary oversees official records unrelated to participation data or financial information and oversees all aspects of NxtGov Elections and leadership recruitment. In 2022, the duties of this Board Position will include: 

• Keeping all records and minutes of the Board and general meetings
• Maintaining NxtGov’s master calendar
Overseeing all official mail/correspondence to and on behalf of NxtGov
Overseeing all tasks needed to host successful Elections events as the Chair of the Election Council
Serving as the official signatory of the Association

Responsibilities of All Board Members

All Board Members

As a 501(c)6 nonprofit organization, NxtGov is overseen by its Board of Directors who is responsible for directing the administrative operations and guiding the programmatic actions of the organization. 

• The NxtGov Board leads all strategic operations for NxtGov
• Board Members are elected by NxtGov members as prescribed in NxtGov’s Bylaws
Each Board Member holds office for two years, and until the Board Member's successor is elected and qualified
Board Members chair the Councils of the Board and reserve the right to establish roles and appoint members to their respective Council
Board Members serve without compensation

To be able to apply for a board position, candidates must meet the following minimum qualifications:

• Have a minimum of 3 years professional experience in public service
Be a member in good standing. For the 2021 election, the candidate must be registered for the NxtGov email mailing list to obtain membership status

Director of Communications, Jessica Lopez

Jessica Lopez

Jessica Lopez (Incumbent)

Jessica Lopez is an Affordable Housing Sustainable Communities Program Associate at Strategic Growth Council. In May of 2020, she received a B.S. in Public Policy and her Master of Public Administration from the University of Southern California. In her free time, she enjoys painting, listening to podcasts on crime and politics, hiking, re-watching TV shows, and reading books on mystery and mythology.

Director of Community Engagement, Kelly Joy

Kelly Joy (Incumbent)

Kelly works for the State Treasurer’s Office as a Research Data Specialist II. She conducts research and data analysis on a variety of municipal debt issuance and investment-related topics, including disclosure practices of risks attributed to climate change. She is passionate about collaborating with others and finding ways to make positive contributions to the community. Kelly graduated from the University of California, San Diego with a Bachelor of Arts degree in economics and earned a Master of Arts degree in applied economics from San Diego State University. She enjoys volunteering, playing board games, trivia and spending quality time with her husband and son.

Deputy Director of Community Engagement, Nicole Enright

What is your vision for the position?
After many months of canceled events, postponed gatherings, and shelved projects, I am excited to help NxtGov members build new, meaningful connections with the Sacramento community through volunteering. I look forward to supporting the committee in creating a lasting network of partner organizations and a variety of service opportunities that leverage the many strengths and talents of NxtGov members. These events are a great way to help us connect with the importance of our role as public servants, but also our role as members of the larger Sacramento community.

How do you demonstrate NxtGov's mission and values?
I have worked directly for or in service to government throughout my career and continue to be energized and inspired by public servants who give so much to their community and careers. This work has shown me that NxtGov’s values of collaboration, service, and inspiration are key in building the capacity of those in government to make meaningful and positive change. Volunteering helps us connect to new groups, organizations, leaders, and causes we might not be exposed to in our everyday lives. This can inspire new, innovative ideas and lasting relationships. I am excited to support NxtGov members in finding new ways to give back to our community and grow themselves.

What else would you like to share about yourself?
Before joining the California Air Resources Board to work on climate policy and reporting, I worked at several nonprofits in Vermont and California. I also served two terms as an AmeriCorps member for the City of Flagstaff in Arizona. I studied environmental policy and management in undergrad and graduate school and enjoy reading, learning, and talking about ecology, environmental ethics, and systems change. I also love to travel, hike, practice yoga, and kayak in the Sierra foothills. I live in the Rosemont neighborhood of Sacramento County with my husband and two dogs.

Director of Professional Development, Samantha Blackwood

What is your vision for the position?
My vision is to provide current civil servants resources to advance their careers, personal, and professional development. I have 10 years of Human Resources experience in the State and have managed my Department's Classification and Placement Program for roughly four years. I'm well versed in a variety of career development options and I want to develop resources and share that knowledge with others. Professional Development goes well beyond climbing the traditional "career ladder" and I want to be a part of helping civil servants learn and grow.

How do you demonstrate NxtGov's mission and values?
When I heard about NxtGov, I felt this this organization spoke to the very essence of what I have been trying to do at my own Department for the last 10 years. I have a degree in Biological Science from UC Davis. When I graduated I took the Environmental Scientist exam with the State and scored too low to be "reachable." I had no idea what "reachable" meant and had to wait a year until I could take the exam again. By that time I was well into my career as an HR Professional. Several years later I considered transferring back to the science field but received some bad advise from another HR Professional. I want to make sure that what happened to me doesn't happen to anyone else. The administrative side of the State is overwhelming and confusing and I pride myself if making things simple to understand and guiding folks through complex processes. I recently graduated from the Cal-IPGCA Cohort 2020 and am looking for new and exciting ways to collaborate, serve, and inspire others to improve government service and restore trust and pride in government.

What else would you like to share about yourself?
Whether it is through science or human resources, my passion is to help others and make things better. I am a proud civil servant with then years of service and think I would be a great fit for the NxtGov Leadership team. My husband, son, and I live in East Sacramento where we like to go on walks, bike rides, and visit all the local farmers markets. I truly support everything that NxtGov is trying to do and I look forward to contributing to this organization as either a member of the Leadership team or as a volunteer.

Deputy Director of Professional Development, Su Sheth

Su Sheth

What is your vision for the position?
My vision for the position of deputy director of professional development is to inspire civil servants to embrace technology, change and empathy. The work culture today is very serious, lacks the human connection. We can help guide people to be more empathetic using several mechanisms including humor, sharing personal experiences and encouraging one another which will foster a positive work environment. Encouraging civil servants to embrace technology and solutions that will save money, alleviate mundane tasks and enhance job satisfaction, I believe, is the key to successful “next government”. Finally, change is inevitable. The only constancy about change is that it is inevitable. Being prepared, anticipating change and embracing change puts a civil servant at an advantage. Even more powerful is for the civil servant to impact the change. Building the confidence in civil servants on these key pillars is my vision.

With all that is going on in this world, JEDI (Justice, Equity, Diversity and Inclusivity) is all the more important in every aspect of our lives. The vision is to help guide people on their professional careers especially women in IT. Encourage more women and minorities to pursue IT and be in leadership positions. Current and future civil servants must understand the importance of JEDI and how it can be impacted by behavior, connections and technology.

Finally, I will work with the Director of Professional Development on building on this vision and partner with the Director of Public Recruitment on outreach efforts.

How do you demonstrate NxtGov's mission and values?
Having worked alongside the State of California for 15+ years, most of my professional network are current and past state employees, many of whom have become close friends. While public service brings great validation and security, the aspirational employees crave the challenge and pace of the private sector. With my experience and close connections with both the public servants and the private sector, I can bridge the gap of what could lead to public service satisfaction and longevity, two key components of overall success as a civil servant and as a community.

Collaborate – I am a team player and work with others within my organization, my partners, and my customers to collaborate on industry leading solutions, learn new things and mentor and share my own knowledge. In this role I will collaborate with Director of Professional Development and the Director of Public Recruitment to further the agenda of NxtGov.

Serve – In 2017 I became a certified yoga instructor. I am a practicing yogi for 20+ years and have a regular spiritual practice. I offer my time to help people in their spiritual and mindfulness journeys. I am a mid-career professional with substantive experience to give back to the community via NxtGov.

Inspire – a personal passion is to see more women in IT. My influence begins with people around me – cousins, friends, daughter’s friends and my own daughter. Becoming part of NxtGov will allow me the opportunity to inspire a wider range of people while learning from other members of NxtGov and those that we serve.

The Communications Deputy Director supports the production and distribution of all public facing materials and communications. In 2022, the duties of this position will include: 

• Working with the Vice-President to develop communications strategies, tools, and content to promotes useful information in a way that is in line with the NxtGov brand
• Serving as the primary representative of NxtGov when interacting with other organizations to support collaborative efforts to help cross-promote events, resources, or other opportunities
• Overseeing the collection and distribution of content from NxtGov Members and the Executive Council
• Maintaining NxtGov’s social media presence and respond to comments and messages on behalf of NxtGov
• Providing support and access as needed to NxtGov leadership and members with the use of NxtGov’s digital resources
• Produce or edit content, including graphics, as needed to support the activities above

The Community Engagement Deputy Director connects individuals with opportunities to directly serve our Sacramento community. In 2022, the duties of this position will include: 

• Supporting and providing guidance to individuals participating in the Community Engagement Committee to perform all duties necessary to identify, contribute to, or host an opportunity to serve the Sacramento community
• Serve as the primary representative of NxtGov when interacting with other organizations to serve the Sacramento community

The Public Recruitment Director and Deputy Director helps individuals pursue a job with the State of California or, where possible, a public sector job within the Sacramento region. In 2022, the duties of this position will include: 

• Overseeing the implementation of programming, processes, and projects that will inspire and equip individuals to enter into public service, including but not limited to one-on-one consultations, group presentations, and event planning
• Serve as the primary representative of NxtGov when interacting with other organizations to support collaborative efforts to inspire and equip individuals to enter into public service

Time Commitment, Director and Deputy: 2 hours per week each

The Professional Development Director and Deputy Director helps individuals explore resources and opportunities to grow professionally and personally within the public sector. In 2022, the duties of this position will include: 

• Overseeing the implementation of programming, processes, and projects that help individuals pursue their professional development goals within the public sector, including but not limited to one-on-one consultations, group presentations, and event planning
Serve as the primary representative of NxtGov when interacting with other organizations to support collaborative efforts to help individuals pursue their professional development goals within the public sector

Responsibilities of All Executive Council Members

All Executive Council Directors and Deputy Directors

Executive Council Directors and Deputy Directors, excluding those in the Communications Committee, will be responsible for the following:

• Overseeing the development of content that describes events of their committee and provides resources related to the purpose of their committee
Reporting participation data from each event to the Membership Officer
Coordinating with the Communications Director to promote events and distribute content in a timely manner

All Executive Council Directors will be responsible for the following:

• Upholding all duties related to their respective position the full 2022 calendar year
• Attending monthly meetings with the Executive Council and monthly individual check-ins with the Vice-President
