New Bicycle Commuter Program Policy

Good news! Effective May 1, 2018, the State of California will voluntarily provide a taxable Bicycle Commuter Program (Program) benefit to eligible state employees. The Program encourages employees to consider bicycle commuting as a means of active transportation.

The California Department of Human Resources (CalHR) will administer this Program to:

  • Promote health and wellness, and sustainable commuting practices.
  • Defray some of the costs a bicycle commuter may incur.

Active state employees who meet the eligibility criteria outlined in CalHR’s Online Human Resources Manual – Bicycle Commuter Program Policy may submit claims to receive $20 for each calendar month in which they commute a substantial portion (at least 50 percent of the days they are scheduled to work in a calendar month) by bicycle, up to a maximum of $240 per calendar year.
